Grant Call for the Municipal Action Plan implementation

People in Need is a Czech non-governmental organization that provides relief and development assistance, while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in Central/Eastern Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Georgia since 2005 contributing to Rural and Agricultural Development, Social Inclusion and Civil Society Development.

People in Need is pleased to announce a grant call for the Municipal Action Plan implementation, developed in Tkibuli, Khoni, Zugdidi and Gori municipalities in the frame of the project «Enhancing the participation of regional CSOs in policy dialogue on social inclusion in Georgia", funded by the European Union and Czech government. Action Plans have been developed by Advisory committees of the municipalities, based on the experts study and participatory needs assessment of social services available and vulnerable groups failing to get state assistance as an integral part of the Municipal Strategies on Social Inclusion (follow the link to find documents)

Project proposal should meet the following Criteria

** Project objectives must be in line with the priorities of the municipal Action Plans 2017 in the municipalities of Tkibuli, Khoni, Zugdidi and Gori (Follow the link to see Action Plans)
** Innovative approaches in social service provision should be introduced or/and already existing practices enlarged/developed
** Target most vulnerable groups of the municipalities
** Project results from local government should be sustainable and replicated for future as ongoing social service in the municipalities 
** Co-financing (adding minimum 30% of the amount requested from PIN) is obligatory only for projects submitted from local government bodies. Official letter proving co-financing is required. NGO projects do not require co-funding. 
** Implementation period: March - November 2017
** Amount requested from PIN should not exceed 15,000 GEL. Only few exceptions can be made in well justified cases.
** The budget must be cost-effective (satisfactory ratio between the estimated costs and the expected results)

The competition is open to: Local government bodies, civil society organizations, non-profit legal entities, community based organizations, youth centers, associations and unions only from Tkibuli, Khoni, Zugdidi and Gori municipalities.

Eligible costs

** Purchase of materials, equipments which are directly related to project implementation
** Salaries (maximum 20 % of the total budget)
** Expert fees for conducting training, seminars, consultancy etc.
** Costs for printing of leaflets, catalogs and other publications 
** Communication costs, including the costs for media coverage
** Transportation
** Administrative cost (Office rent, Communal expenses) maximum 7 % 
** Other costs directly related to the implementation of project activities

Non-eligible costs:

** Activities that would be normally funded through the CSO or municipal budget
** Infrastructural projects, which are already included in the state programs (Roads, bridges, schools rehabilitation. etc)
** Political or religious activities
** Environmentally harmful projects 

Requirements

The applications in Georgian (Download Application Form) should be submitted online (georgia.admin@peopleinneed.cz) to be reviewed by the Selection Committee comprised of recognized professionals alongside with PIN management.

Deadline for submission applications is January 23, 2017, 17:00.
