Over one billion people or 15% of the world’s population live with some form of disability, and of these, between 110 and 190 million have significant difficulties in functioning according to the World Report on Disability. Persons with disabilities constitute one of the largest groups among those minority groups who often remain beyond the attention and are subject of discrimination from public or government. Children with disabilities experience discrimination and social exclusion in almost every aspect of their lives. It is a result of the combined impact of rejection of difference, poverty, stigma, social isolation, ignorance and lack of services and support.

 

Ratifying UN Convention on the Rights of Persons with Disabilities increased interest and focus on the rights of children and young people with disabilities as Georgia undertook the obligation to improve the quality of life of persons with disabilities in general by insuring equal access to education, the labour market and social services. Young people with disabilities are one of the most marginalized and excluded from educational, social, cultural and economical opportunities. Despite significant steps taken by the state towards implementing inclusive education at schools and vocational institutions, access to education and successful transition to the labour market is still one of the main challenges faced by young people with disabilities in Georgia. Access to quality non-formal education and specific activities focusing on the development of generic soft skills for employment like self-management, team work, communication skills, time management and etc, is a crucial missing pillar, as soft skills are considered to be as important as a professional skills to be successfully employed at the labour market.

 

Negative attitudes and misconception about disability remains significant barrier to successful employment of young people with disabilities. In addition to this, lack of cooperation between the Ministries and state agencies providing services for young people with disabilities till today remains an obstacle on the way of creating well-coordinated inclusive policies, programs and practices.

 

With a financial support of Czech Development Agency People in Need implements a project “Support to Social Inclusion of Youth with Disabilities in Georgia 2015-2017” in partnership with Georgian Association of Social Workers and Children and Youth Development Fund. Together with partners, People In Need strives to make positive changes in lives of young people with disabilities, by facilitating their stronger inclusion into a formal and non-formal education and enhancing chances for employment. Capacity building of state institutions and non-governmental organizations to provide better support and more inclusive services for young people with disabilities and improve their cooperation is a core activity of the project.

 

Through the research, pilot projects, intensive coordination activities with the community of parents and young people with disabilities, non-governmental sector and state stakeholders, concepts of support services of youth work and school social work were developed. The above mentioned support system on the one hand includes, establishment of services for the development of generic skills for employment for young people with disabilities through non-formal education, provided by youth workers at municipal level and on the other hand, creation of the position of social worker at school for inclusion of students with special educational needs. Due to the efforts of People in Need and project partners, there is an expressed need and increased willingness of the state authorities to implement the above-mentioned services and take inclusion from paper to reality from this perspective.
