Members of the Local Action Group Kazbegi shared their experience with the participants of the study tour in Kazbegi

The European Union continues supporting a series of study tours for representatives of local governance, business and civil society so that they can share the experience of Local Action Groups (LAGs) that work to engage local residents in rural development. This particular study tour focused on Local Action Group Kazbegi and involved more than 30 participants from different regions of Georgia.  Nodar Kereselidze, Deputy Minister of Agriculture of Georgia, and representatives of the Ministry of Regional Development and Infrastructure of Georgia also participated in this study tour.

 

The study tour participants had an opportunity to meet with the representatives of Kazbegi LAG and enrich their knowledge about the LAG, its structure, approaches and working methodology.

 

Kazbegi LAG was established in February 2016 as part of the European Union and Czech Development Agency supported project “Local Action Group Kazbegi”. The project is implemented by People in Need. The most distinctive feature of this project is the bottom-up approach, which means that local actors are the main decision-makers in their community. Kazbegi LAG lists nearly 140 members who are actively involved in municipal life.

 

During the meeting with the study tour participants, Martia Papiashvili, the head of Kazbegi LAG, explained why this project can be a game changer for the municipality. Martia noted “people are always saying that their participation in municipality decision-making was not always considered and that priorities set without their involvement did not always correspond to their real needs. So, this project provides the people of Kazbegi with a unique opportunity to change this practice and become main decision-makers in the municipality.”

 

Kazbegi LAG is one of the most prominent projects that has been implemented by People in need in Georgia.  Twenty-seven local initiatives promoting, tourism, agriculture, sport and others were supported in 2016. All of these projects were based on the local development strategy shaped by input from local people.

 

The study tour took place in the framework of the European Union's Neighbourhood Programme for Agriculture and Rural Development (ENPARD). It was organized by the United Nations Development Programme (UNDP) and the Ministry of Agriculture of Georgia, in cooperation with the Civil Development Agency (CiDA) and People in Need (PIN).

 

Background

The EU is supporting rural development in Georgia through its ENPARD Programme. Implemented since 2013 with a total budget of EUR 102 million, the main goal of ENPARD is to reduce rural poverty. The first phase of ENPARD in Georgia focused on developing the potential of agriculture. The second phase focuses on creating economic opportunities for a rural population that go beyond agricultural activities.
