Interview with Zaal Anjaparide, manager of the project "CSOs helping rural producers to reach EU markets."

"Georgian farmers can benefit from DCFTA in many ways. They can bring their production in line with EU standards and gain access to the European markets with 500 million customers." Zaal Anjaparidze.

How did you learn that PIN exists?

Actually, I knew about the existence of the organization but did not know much about it. I made myself more informed about PIN when I found the announcement on the position which I'm occupying now. The more I learned about PIN the greater was my motivation to join the organization.

What were you doing previously?

Before coming to PIN I used to work with various international donor-funded projects in Georgia aiming at promotion of democracy and good governance, development of microfinance institutions and development of civic society. Earlier, I worked for various media outlets.

What about your first impressions about PIN?

My first impression was only positive. PIN's mission and values largely comply with mine and that is one of the reasons why I'm here. The regulations help to keep the processes under constant control, which I think is crucial for the activities PIN performs.

And what about the project?

The project is an integral part of the EU's multifaceted efforts to accelerate rapprochement between Georgia and EU in the framework of /Deep and Comprehansive Free Trade Agreemand (DCFTA). On the other hand, it's a part of PIN's endeavors to help rural population to improve their livelihoods by capacity building. The project aims at increasing capacity of regional CSOs on rural-specific DCFTA issues to make those CSOs instrumental along the implementation of DCFTA and SME policies in the regions. The DCFTA information-resource desks the project will set up in the seven target regions on the basis of 24 target CSOs, will become valuable resources for local agrarian producers and companies in this respect. Apart from informing and consulting them about essentials of DCFTA, the desks will help the producers to identify the products with potential of exporting to EU markets.

Thereby the project helps Georgian agrarian producers and region-based micro and small businesses to pass smoothly the complex period of adaptation to the DCFTA regulations. The project contains advocacy component as well. It aims at helping through the CSO platforms the local farmers to influence over the policies, which affect them and advocate their needs and interests.

Can you describe the impact and benefits DCFTA can bring to Georgian farmers and generally to the country

DCFTA is one of the key instruments, which helps Georgia to accelerate its integration with the EU markets, which is a contribution to the longer-term goal- accession to the EU. Thus, it is vitally important to elevate the national agrarian sector to the level compatible to the EU markets.

Georgian farmers can benefit from DCFTA in many ways. They can bring their production in line with EU standards, gain access to the European markets with 500 million  customers, expand their business, generate more income, create more jobs and supply the domestic market with quality and safe foods. Enhancement of trade and investment relations with EU opens new opportunities for Georgian smallholder farmers. Meanwhile, we have to realize that the good produced in Georgia should acquire competitive advantages, which is a time-consuming process. Therefore, positive impact of DCFTA for the farmers and the country will become tangible only in the long-run.

It is evident that DFCTA creates opportunities but brings some challenges as well, especially during the transitional period. PIN's project helps to make this transitional period for farmers less painful.

Can you tell me how the DCFTA project is connected to other programs of People in Need Georgia?

The projects implemented by PIN for rural development complement each other. To be more specific, Local Action Group in Kazbegi created by PIN will host one of our Information-Resource Desks after being trained. DCFTA project will definitely target the beneficiaries of PIN's agriculture cooperative development project . These examples demonstrate interconnection between PIN's projects.

What you think you personally can bring to People in Need?

What I can bring to PIN is my long experience of work with Georgian CSOs and community groups, including those in rural regions, experience of building institutional capacity of CSOs, wide connections with various stakeholders, including state agencies and my experience of project management. I think my contacts with the local media will be useful for PIN in securing visibility for its activities.
